I see two issues popping up with this:

a) Which versions of Slony are compatible with both 9.4 and 11.5?

Version 2.2.8 introduced support for version 12, and I'm pretty sure it
didn't obsolesce late-breaking 9.x.  So that ought to be suitable.

b) Are you able to use Slony with Azure altogether???

If you're using Azure PostgreSQL "as a service," then it is my impression
that you can't use any superuser-based functionality such as adding C-based
extensions, which would prevent using Slony.

On the other hand, if you're running PostgreSQL in an Azure container, then
you can "do as you like", and it ought to be entirely possible to do so, as
you're using Azure as a substrate for running your own containers.
