The Postgres-related stuff is likely to get defined suitably so that
pg_configure can find it all.

For third-party libraries, it'll all depend on how you installed the
third party libs.  In effect, if you installed them, you should know
where PTHREADS_INC, GETTEXT_LIB, and such are.
