How did you get your cluster into this situation?  Something has gone wrong.

I assume your still using 2.0.7 with PG 8.4

You can unsubscribe subscriber 1 from the set with the UNSUBSCRIBE SET 
command.  You can then resubscribe subscriber 1 with the
SUBSCRIBE SET command.  This should not effect subscriber 2.
