Simon is right. We could as well live without a DELETE ever.

Note that in 1.2 the TRUNCATE periodically is necessary to ensure that 
the xxid wraparound problem never corrupts indexes. Since DELETE alone 
doesn't remove heap or index tuples, it doesn't make the subscribers 
scan effort any smaller at all. So a more frequent log switch and no 
DELETE or VACUUM at all should do.
