Sounds to me like you uncovered a bug, because it's sure _supposed to be_ possible. The whole point of Slony is that you should never have to shut down completely to do anything. Given the persistence of reports of this sort, I have a feeling we need to figure out some set of tests that will exercise the reconfig bits. Anyone have any ideas on how to do that practically?
