My suggestion is to break your proposal into two sections:

1.	The problem set you're trying to solve.
2.	The way you think it can be solved.

These are not tightly coupled, so they can be treated separately.

As far as I know, all the documentation that there is is liked from
the main gborg page.  That includes the design documents.  Other than
that, you likely have to read the code and the comments therein.

I think you'd better mail the list.  Anyone who has ever looked at
the sorry thing that passes for code from my fingers will tell you
that I'm a completely awful programmer.
