It doesn't much matter where it is run; when you do so, slonik will
connect to the databases that it needs to, which *won't* include the
failed node.

At Afilias, we normally run our slonik scripts on application servers
that aren't themselves hosting databases.

What matters isn't where it runs, but whether you have the correct
arguments to the commands.
