This process has nothing particularly to do with the Slony replication system. It is a special PostgreSQL process that is supposed to keep the shared buffer cache "clean" in order to take the burden of writing pages off the checkpoint process as well as the regular backend processes. The time consumed by it depends on the size of your shared buffer cache and the amount of write activity in this PostgreSQL cluster.
