Flipping that bit alone doesn't cause a system cache invalidation of the 
corresponding pg_class entry, which in turn would cause the relation 
cache of all backends to rebuild the in-memory information about the 
table. That only happens if you update the pg_class row in the same 
transaction. A dummy update like "set relname=relname" is enough.
