In the slony 2.1.* tarballs, schemadoc.xml is no longer included prebuilt.  It
was always included up to 2.0.*, and there was no changelog entry for this
change.

Without this, it is required to have a running PostgreSQL server in the build
environment, which is quite difficult to get right in a robust way.  (I'm
saying this with a packager hat on.)
