VACUUM works more frequency than vac_frequency?

Hi,

I'm reading slony source code "cleanup_thread.c".
and I found a bug(maybe).

In cleanupThread_main, VACUUM will work so frequency.
I think "-c" parameter(vac_frequency) gives the frequency of VACUUM.
but the count of vac_count grows more than vac_frequency, every time VACUUM
will work.
(FYI:version 1.2.22, vac_count is cleared when VACUUM works)

I made a patch for revising this.
please check this.
