Patches look good to me. With one more little thing to add. 

There needs to be a global variable through which the watchdog tells the
(forked) worker process if it is in fresh start up or in restart mode. The
worker process should only retry to obtain the node lock if it is in restart
mode and terminate otherwise. 

With that, the patches for 139, 132 and 136 are ready to commit to HEAD and
2.0.
