In view that there's some disagreement on this, I'm inclined to close this out
as a "do not fix" item.

Useful scenario or not, the package builders for Debian, Fedora, and
Windows(tm) haven't been clamoring for this, and there are packages out there
getting built.  So while "nice to have," this is the only mention that there
has been of this.

I'd be more inclined to get PGXS support working, as in bug #13, but dropped
that as not of enough interest.
