I've written up a page as an initial proposal.

The statuses provided by default by bugzilla seem pretty reasonable, and it
comes with quite a nice diagram indicating the relationships between them.

The result may be found in the <tt>slony1-www</tt> CVS repository; look for the
file <tt> bug-processing.html</tt>

Passing the bug back over to slony1-bugs; others may examine and request
revision as needed.
