In 2.0 branch, there is the option to use DELETE, but we default to use
TRUNCATE.

Goal: Remove this.

- Config parameter to remove: cleanup_deletelogs

- cleanupEvent(interval, boolean) can lose the boolean parameter

- cleanupEvent(interval) can remove all logic relating to DELETE
