There is evidently some problem here that the maximum group size being
presented from the slon parameter "sync_group_maxsize" is not being followed.

There is a workaround possible, in that you can kill the slon process if it's
running too long, and this resets the number of SYNCs being processed back to 1
(then 2, then 4, and so forth, doubling as needed).

But we should indeed be recognizing the specified maximum.
